Prepare rice according to package directions so that you end up with 3 cups cooked rice. Stir-fry nuts in hot oil until golden; remove from pan. Stir-fry green peppers and carrots until crisp tender; remove and set aside. Stir-fry chicken. Combine cornstarch, sugar, salt, red pepper and soy sauce. Add to chicken in pan along with walnuts, and vegies. Toss together until thoroughly coated. Serve over rice.
