3 cups | water | 1-1/2 cup | ketchup | 6 tbsp. | vinegar | 2 tbsp. | prepared mustard | 2 tbsp. | brown sugar |

Instructions
Combine beef, eggs, oats, tomato juice, onions, salt andpepper. Form into 16 loaves. Place in 9x5x3 loaf pans. Combine sauce ingredients; pour 3 tbsp. over each loaf. Bake at 350°F for 1-1/2 to 2 hours or until no pink remains, basting once with remaining sauce.
