Saute onions in butter. Add flour and blend. Season with bay leaf, thyme, parsley and garlic. Cook 5 minutes. Add tomatoes; simmer 10 minutes. Add crabmeat or shrimp; simmer 5 minutes. Add ham and rice. Serve at once.
