Cook 1/3 cup evaporated milk and carmels over low heat until melted. Mix remaining 1/3 cup evaporated milk, cake mix and Oil with mixer on med-high for approximately 2 minutes or until well blended. Spread half of the cake mixture into the bottom of a 9x13-inch pan. Bake at 350°F for 10 minutes. Remove from oven. Carefully spread carmel mixture onto baked base. Dob remainder of cake mixture on carmel. Sprinkle Chocolate Chips across the top. Return to oven for 15 minutes.
