1 lb. ground beef
1 lg. onion, chopped
1 can (10.5 ounce) tomato soup
2 cups water
1-1/2 tsp. salt
3/4 tsp. ground black pepper
1 tbsp. chili powder
1 cup whole kernel corn, drained
1/2 cup green pepper, chopped
3/4 cup yellow corn meal
1 tbsp. sugar
1 tbsp. all purpose flour
1-1/2 tsp. baking powder
1 egg, beaten
1/2 cup milk
1 tbsp. canola oil

Directions:

In a large skillet, brown beef and onion; drain well. Add the soup, water, 1 teaspoon salt, pepper, chili powder, corn and green pepper; mix well and simmer for 15 minutes. Pour into greased casserole. Sift the corn meal, sugar,flour, remaining salt and baking powder in a bowl. Add the egg, milk and oil; stir lightly.Spread by spoonfuls over beef mixture. Bake at 350 degrees for 18-20 minutes.
